Japan Post was formed on 2 Apr 2003 as a government-owned corporation, replacing the old Postal Services Agency. Japan Post's formation was part of then Prime Minister Junichiro Koizumi's long-term reform plan and was intended to culminate in the full privatisation of the postal service. On 1 Oct 2007, Japan Post was privatised and was split into three companies, intending to be fully privatised by 2017. Japan Post Holdings operated the postal business post privatisation. In 2010, privatisation was put on hold. This stamp issue commemorates the establishment of Japan Post Corporation in 2007, and features elements related to postal services – the post office counter, the mail coach, the postal savings counter and a post office counter scene.
