Housing shortage was one of the most serious problems confronting the Singapore Government when it became self-governing in 1959. The Housing and Development Board (HDB) was established on 1 Feb 1960, beginning a new phase in public housing, initially for lower income citizens. Over the years, the HDB's role has evolved from one of building basic shelters in the sixties to that of creating an integrated total living environment in the modern new towns of the eighties. To mark the 25th anniversary of the HDB in 1985, this set of four stamps depicts the important milestones in public housing in Singapore – from squatter settlements to new towns (10c), home ownership (35c), community development (50c) and the use of latest construction technology (75c).
