1987 was designated as the International Year of Shelter for the Homeless (IYSH) by the United Nations. It was mainly aimed at improving shelter and housing for the poor in general, not just the homeless, especially in developing countries. In Malaysia, the implementation of the five-year development plan back then was in line with the philosophy of IYSH, which was to help the lower income groups by building low-cost houses in urban and rural areas, as well as the development of squatter areas. Commemorating IYSH, this stamp issue by Pos Malaysia depicts a comfortable low-cost housing scheme in a rural area, complete with basic amenities and infrastructure (20 sen) as well as a graphic visual which symbolises human basic needs for shelter (RM1.00). The IYSH logo is shown at the top right of both stamps.
