The decision to build a new airport in Changi was made in Jun 1975 following an extension study by a Special Committee on Airport Development. Phase I development of the airport started in mid-1975 and was completed in mid-1981. The airport was opened for use on 1 Jul 1981. Phase II development was underway then, to cater for higher traffic requirements, with scheduled completion in 1987. Singapore Changi Airport was officially opened on 29 Dec 1981. To mark the official opening, a set of five stamps was issued, each featuring a common design, with the logos of the five organisations that played a major role in the successful completion of this mega project being depicted in the background – the Parks and Recreation Department (10c), Public Works Department (35c), Telecommunications Authority of Singapore (50c), Port of Singapore Authority (75c) and Department of Civil Aviation (S$1.00).
