Issued to coincide with the Deaf Awareness Week in 1993, this stamp issue aims to bring awareness to the deaf and hard-of-hearing community as well as one of the ways they communicate – the American Sign Language. The National Institute on Deafness and Other Communication Disorders (NIDCD) gave the United States Postal Service (USPS) a number of reference materials for use in creating the American Sign Language stamp designs. The finalised design of this issue features the "I Love You" sign as well as a woman signing "I Love You" to her baby, based on a photograph from Jerry Masbashav of his wife and newborn son, both of whom were deaf. The stamps were cancelled in Burbank, California, the location of TRIPOD, a program that aims to put the deaf and hearing students in the same classes in public schools.
